Russian Ministry of Defense Reveals Projected Military Spending through 2028

According to a recently published report from Russian website Mil.Press, in 2026, Russia will allocate 12.9 trillion rubles [$156,313,686] from the federal budget for defense. This is stated in the explanatory note to the draft budget for 2026, which was submitted to the State Duma on Monday, September 29.

By comparison, the 2025 budget allocated 13.5 trillion rubles [$163,584,090] for these purposes. Thus, the reduction in military spending in 2026 will amount to 4%, according to the St Petersburg-based news website Fontanka.

Russian Finance Minister Anton Siluanov previously stated that overall spending in 2026 will remain “at a level comparable to 2025.” Moreover, this includes other items related less to military defense than to ensuring the security of the country and its citizens as a whole: the development of counter-drone systems, the protection of critical infrastructure and border areas, enhanced transportation security, and cybersecurity.

According to the draft budget, the “National Defense” section allocates 13.6 trillion rubles [$164,795,824] in 2027 and 13.1 trillion rubles [$158,737,154] in 2028.
