TO THE DIRECTOR
According to available information, US intelligence agencies have established a number of locations of Comrade STATsENKO’s installations. The US Strategic Air Command has issued an order for the full combat readiness of all of its strategic air formations.
According to our Cuban comrades, a US air strike against our installations in Cuba can be expected the night of 27-27 October 1962 or at first light on 27 October.
Fidel CASTRO has made the decision for anti-aircraft artillery to shoot down American combat aircraft in the event they invade Cuba.
I have taken measures to disperse equipment within the boundaries of the OPR [primary missile deployment areas] and step up camouflage efforts.
In the event of American air strikes against our facilities, the decision has been made to employ all available PVO [air defense] assets.
